OBJECTIVE OF THE ASSIGNMENT | SCOPE OF WORK | EXPECTED DELIVERABLES
Background:
Anti-Microbial Resistance (AMR) poses a significant threat to global public health, and this consultancy is critical in coming up with appropriate interventions to handle rising drug-resistant pathogens and understanding the economic case of AMR and cost effectiveness of AMR investments in Uganda, Malawi, Zimbabwe, Kenya and Tanzania.
Purpose:
The consultant shall provide technical support and assistance to the evaluation team in achieving the following objectives:
- Develop a detailed study protocol, including methodology for data collection and analysis.
- Support collection of cost and output data related to AMR surveillance activities.
- Conduct a cost-effectiveness analysis of AMR surveillance systems.
- Provide actionable recommendations to enhance the efficiency and impact of AMR surveillance systems.
Activities:
- Adapt a generic protocol template to the specific country context.
- Design a cost-effectiveness evaluation framework tailored to AMR surveillance systems.
- Identify key cost components (e.g., operational costs, personnel, infrastructure) and outcome metrics.
- Liaise with the AMR committees, public health authorities, and donors to align evaluation objectives.
- Collaborate with AMRCC for data collection on costs, surveillance outputs, and health outcomes.
- Analyze the collected data to estimate the cost-effectiveness of AMR surveillance systems using health economic models.
- Conduct workshops or meetings to validate findings and ensure relevance to local contexts.
- Prepare a comprehensive report summarizing the cost-effectiveness findings.
Deliverables:
- Deliverable 1: Inception report outlining the proposed methodology and work plan.
- Deliverable 2: Finalized study protocol including Detailed evaluation framework and methodology and ethical approval.
- Deliverable 3: Comprehensive dataset on costs and outcomes for AMR surveillance systems.
- Deliverable 4: Final report with key findings, cost-effectiveness analysis, and actionable recommendations.
- Deliverable 5: Presentation of findings to national and regional stakeholders
