In this session the Ministry of Uganda, shares their experiences on how they have used HIV Action Plan Results Framework to track progress towards achieving the UNAIDS performance metrics of 95-95-95 and identifying underserved sub-populations in a collaborative approach with all stakeholders including the presidency to the lowest level, and adapting the strategies to optimise impacts. In Uganda, the estimated adult HIV prevalence has declined from 9% in 1988 to 5.1% as of 2023 with estimated of 1,492 407 people living with HIV. Guided by the results framework and performance indicators, the Joint AIDS Review(JAR) 2024 a multi-pronged consultative and participatory process noted that progress towards preventing new infections is too slow to meet the 2025 targets of 18,200, persistent retentions of ART patients and inequalities in access and uptake of HIV care and ART treatment services specially among the children, adolescents and young people. To mitigate this, it was agreed to accelerate HIV prevention and treatment differentiated approaches, long term treatment options for patients at risk and prioritise HIV prevention activities for funding.
