Background
The Africa Centers for Disease Control (Africa CDC) launched the Biosafety and Security Initiative in April 2019 to strengthen the biosecurity and biosafety systems of African Union Member States and enable them to comply with international standards for safety. To guide the implementation of the Initiative, Africa CDC developed a Biosafety and Biosecurity 5-year Strategic Plan. Among the priority areas was the establishment of a regulatory framework for institutions handling high risk pathogens, which has been in operation since 2022. For effective implementation of the Framework, there is need for countries to identify and develop a list of priority pathogens for tracking through a bio-surveillance system. Objective of the Assignment
ASLM is soliciting a vendor (consultant, subject matter expert) to support ASLM and Africa CDC with the operationalization of the “Guidance Document on Development of a High Consequence Agents and Toxins List” in 7 countries. The vendor is expected to work with ASLM, Africa CDC and relevant partners in the domestication of the guidance document.
Scope of Work:
The aim of this consultancy is to operationalize and domesticate the “Guidance Document on Development of a High Consequence Agents and Toxins List” in 7 target African Union Member States.
The consultant is expected to:
- •Support 7 countries domesticate the Guidance documents by
- Conducting a situational analysis on the status of management of HCATs.
- Developing a country specific domestication approach/plan with milestones and timelines.
- Supporting the 7 countries implement the developed domestication approach/plan.
