End-Term Evaluation of theAfrica Centres for DiseaseControl and Prevention – Biosafety and BioSecurity

Africa CDC expresses its sincere appreciation to all those who contributed to the successful completion of the end-term evaluation of the Biosafety and Biosecurity Strategy (2021–2025). This evaluation represents the collective effort of many individuals and institutions who shared their expertise, experiences, and time to ensure a comprehensive and credible assessment of the strategy’s impact. Africa CDC gratefully acknowledges the active participation of stakeholders across African Union Member States, national institutions, and partner organizations. Government officials, representatives of National Public Health Institutes, National Reference Laboratories, ministries of health, agriculture, environment, and security, as well as members of Regional Biosafety and Biosecurity Technical Working Groups, generously shared their perspectives and experiences. Their contributions provided valuable context and practical insights that enriched the evaluation findings.

We also recognize the important role played by continental and regional partners. Teams from Africa CDC headquarters and ASLM, together with participants in the Regional Consultative Meetings, provided feedback, reviewed draft findings, and offered substantive inputs that greatly enhanced the quality and relevance of this report.
