The African Society for Laboratory Medicine (ASLM) is a pan-African professional body working to advocate for the critical role and needs of laboratory medicine and networks throughout Africa. Africa is rapidly growing but faces major health challenges including epidemics of HIV, tuberculosis, and malaria, and new priorities such as Ebola and other global health security threats. Strengthened laboratory capacity and surveillance in Africa are critical to overcoming the burden of disease and ensuring a healthy future for the continent. ASLM addresses these challenges by working collaboratively with governments, local and international organizations, implementing partners, and the private sector.

Overview

A Senior Human Resources (HR) Manager is required to offer leadership and administration of the overall provision of HR services, policies, and programs for the ASLM Offices. This includes developing, implementing, and managing human resource processes and procedures in conformity with South African, Ethiopian, and international policy regulations and standards. The Senior HR Manager will also be in charge of manpower planning, recruitment and selection, orientation, placement, performance management, compensation package, staff development and talent management. 

Key Responsibilities: 

Strategy development and implementation

Ensure that ASLM HR strategy is developed and implemented in all areas of the organization and in compliance with South African, Ethiopian laws and international regulations and standards.

  • Provide strategic support and advice to the management on human resources and organizational development
  • Update the HR manual/staff handbook on a per need basis, and ensure that all revisions and additions to the policies are written in the employee handbook; inform all concerned staff the changes entered into the employee handbook/HR manual
  • Review and update HR policies, procedures and guidelines
  • Make Board presentations of human resources related matters, when required

Staffing Plan and Budgets:

  • Contribute and advise during ASLM strategic planning processes, with a particular responsibility for HR needs, policies and procedures
  • Prepare and submit HR annual budget and plan for approval
  • Plan and implement HR related procurements and services
  • Be responsible for ensuring a conducive and safe work environment for all ASLM staff
  • Respond to and address audit queries and suggestions

Recruitment, selection, Orientation and Placement

  • Work with Project leads, Grants Manager and Director of Finance to evaluate needs and determine specific position responsibilities and requirements to ensure accurate candidate sourcing
  • Draft job descriptions and advertise via appropriate channels
  • Evaluate and benchmark new jobs to place them appropriately in the organization’s salary scale
  • Prescreen candidates and administer appropriate tests and coordinate next level of interviews
  • Counsel hiring managers on staffing and recruitment related matters, including legal considerations and coaching on interview
  • Review result with Hiring managers and contact selected candidate for offer of employment
  • Organize, lead and document post-interview debrief/feedback with interview teams and candidates.
  • Ensure recruiting and hiring practices are in compliance with appropriate national regulations and organizational policies.
  • Provide guidance to hiring managers on all local compensation related issues
  • Manage the design, implementation and administration of innovative compensation programs and policies
  • Conduct job evaluations on new and existing positions, including reviewing job descriptions and recommending appropriate grade assignments
  • Support the ASLM management by answering compensation related questions
  • Evaluate jobs for internal equity and external competitiveness against salary survey data
  • Develop detailed knowledge of ASLM expatriate compensation and benefits policies and practices
  • Administer all employee benefits and answer queries from staff regarding benefits
  • Review ASLM’s benefits packages from time to time to ensure compliance with local laws and competitiveness with other international NGOs. 

Training, Learning and Development:

  • Coordinate on-boarding with other units to support the learning process of new employees
  • Conduct follow-ups with new staff to ensure adaptation and identify problem areas
  • Work closely with Supervisors to address issues affecting new staff
  • Develop and maintain a healthy employee relations environment providing staff a venue to discuss their work related problems and concern
  • Conduct periodic staff training needs assessments and plans for capacity building training and staff development
  • Coordinate and develop the staff development strategy to make sure that the staff continue to achieve professional growth within ASLM
  • Advise and assist staff with disciplinary and grievance issues
  • Mediate in staff conflict conflicts.

Required Qualifications

  • BA in Business Administration, Human Resources Management or related field; MA preferred
  • 8+ years’ experience managing HR functions for similar organizations preferably with an international organization
  • 4 years senior level experience in strategic HRM
  • Professional Qualification / Certification
  • In depth knowledge of international employment practices
  • Highly motivated with ability to analyze information and problem solving
  • Highly organized with keen attention to detail and ability to deal with confidential information in a discrete manner
  • Strong presentation and communication skills, oral and written
  • Proficiency in computer applications to include MS Office: Word, Excel and PowerPoint
  • Excellent interpersonal counseling and problem-solving skills
  • Very good knowledge of oral and written English (In addition, similar level of proficiency in French is preferred)
  • Good trainer, facilitator, mentor and coach
  • Knowledge of USAID and other donors policies and procedures
