The African Society for Laboratory Medicine (ASLM) is a pan-African professional body working to advocate for the critical role and needs of laboratory medicine and networks throughout Africa. Africa is rapidly growing but faces major health challenges including epidemics of HIV, tuberculosis, and malaria, and new priorities such as Ebola and other global health security threats. Strengthened laboratory capacity and surveillance in Africa are critical to overcoming the burden of disease and ensuring a healthy future for the continent. ASLM addresses these challenges by working collaboratively with governments, local and international organizations, implementing partners, and the private sector.

Nature of Position: Regular/Full time

Reports to: Senior Human Resources Manager   

Overview

The HR Officer’s main responsibilities are to provide the necessary support to the Senior HR Manager at ASLM. This position maintains a high degree of confidentiality and a strong customer service focus using his/her knowledge to deal with all internal and external stakeholders with a high level of maturity, tact and diplomacy. His/her key role is to manage all staff data including information on contracts and other related data, support the Senior HR Manager in administering staff benefits, recruitment, orientation, performance management and other assigned HR functions. The HR Officer must demonstrate initiative, take ownership of responsibilities and complete projects timely and with positive results.

Key Responsibilities: 

Planning

  • Assist the Senior HR Manager with the manpower planning for ASLM projects in each fiscal year
  • Support all departments in the development of job descriptions for new roles and revising existing ones
  • Assists the Senior HR Manager in developing and implementing the annual HR work plan
  • Be proactive in initiating the renewal of all employee contracts at least three months in advance  

Recruitment & Selection

  • Ensures that an approved staff requisition is in place prior to advertisement of any vacancies
  • Prepares both internal and external vacancy announcements and posts them on appropriate forums
  • Supports the longlisting & shortlisting process, including administration of written tests to prospective employees
  • Liaises with hiring managers to prepare interview questions and prepare interview reports after each interview.
  • Participates in interviews as and when required
  •  that at least three reference checks are carried out before an offer of employment is issued out
  • Assigns employee numbers and open individual files for all new employees;
  • Prepares offer letters and contracts for new staff as assigned

New Employee On boarding

  • Develops and updates onboarding checklists for new staff and ensures all activities on the check list are carried out
  • Ensures thorough code of conduct training for all new ASLM staff and facilitates the sign off on all the relevant policies
  • Assigns peers/buddies to help new employees acclimatize to ASLM
  • Conducts regular check ins with new employees to troubleshoot and gauge their satisfaction with the orientation process
  • Administers orientation satisfaction surveys and communicates findings to the Senior HR Manager

Employee Training & Professional Development

  • Assists the Senior HR Manager and ASLM departments in developing and budgeting for annual staff development plans
  • Ensures the implementation of identified staff training, development activities and process staff development request
  • Provides periodic reports on status of implementation of approved staff development plans
  • Supports the sourcing and engaging of external trainers/facilitators for group trainings as and when necessary

Staff Performance Management

  • Supports the Senior HR Manager in developing the annual performance management calendar/activities
  • Ensures that all staff have documented goals as set out in the performance management calendar
  • Ensures that all line managers have communicated the performance expectations to their direct reports, and that periodic performance feedback sessions take place during the year
  • Helps in arbitrating performance review disputes between line managers and direct reports

Compensation Management

  • Acts as liaison/point of contact for staff on administration of various benefits such as medical insurance, employee payslips, etc. as assigned by the Senior HR Manager
  • Supports the Senior HR Manager in providing data for salary surveys and other HR benchmarking activities as necessary 

Other HR Duties

  • Maintains accurate records of all employee documentation including all employee files, payroll documentation and correspondence ensuring data integrity is maintained throughout ASLM HR systems
  • Administers leave and monitor all staff absence ensuring compliance to ASLM policies and respective local laws
  • Prepares HR monthly reports and submit to Senior HR Manager as required
  • Participates in grievance and disciplinary processes as assigned by the Senior HR Manager
  • Supports the finance team in follow up of timesheets and preparing the LOE allocation matrix at every month end
  • Keeps staff updated on new and important communications/HR related developments
  • Helps develop and implement activities geared towards team building and team cohesion in remote and office set ups
  • Any other duties as may be assigned

Required Qualifications

  • BA in Human Resources Management or related field;
  • A Minimum of 3 – 4 years’ experience working in the Human Resources field
  • Ability to speak fluent English. Fluency in French will be an added advantage
  • Proficient in the use of Microsoft applications including, word, excel, PowerPoint and outlook
  • Strong problem solving and analytical abilities
  • Excellent planning; organizational and time management skills
  • Ability to maintain confidentiality
  • Good knowledge of human resource practices, policies and procedures
  • Familiarity with international labour standards 
  • Strong customer service focus
  • Building and nurturing relationships
  • Excellent written/oral communication and presentation skills
  • Ability to work with minimum supervision
