In addition, he obtained a Masters of Business Administration (MBA) in North Carolina, and he is a Doctoral (PhD) candidate in NorthCentral University.
Mr. Elbireer has published several papers about clinical laboratory, and quality of lab services in Sub-Saharan Africa. He participated in the creation of the first Ugandan Laboratory health policy that was approved and published in 2009. Under Mr. Elbireer’s leadership the MU-JHU/IDI Core Laboratory was selected as 2008 Laboratory of the Year (second runner-up) by the “Medical Laboratory Observer- MLO” Magazine – MU-JHU/IDI Core is the 1st International Lab to be selected for this honor. In addition, the lab was selected in April 2008 as Best Proficiency Testing Results Laboratory in the Microbicide Trial Network (MTN). Recently, in April 2010 the MU-JHU/IDI Core Laboratory was selected again as 2010 Laboratory of the Year (first runner-up) by the “Medical Laboratory Observer- MLO” Magazine

I have both local and international exposures having worked at different times in reputable institutions in Nigeria (my country), Germany, Bangladesh, Gambia, and currently Gabon. Therefore, I have considerable experience in the management of both human and financial resources having participated in several projects at senior levels and in different cultural settings. Since February 2010, I have been heading the Microbiology and Tuberculosis Laboratories at The Medical Research Unit (MRU) of The Albert Schweitzer Hospital (ASH) in Lambarene, Gabon. I am a Principal Investigator (PI) in many research projects in addition to being responsible for the day-to-day running of two important laboratories in our duty to provide comprehensive microbiological services for routine hospital patients, clinical trial participants and many on-going research projects. I train staff, organize and supervise QA/QC procedures such as (i) Competency Assessment (CA); (ii) Quality Control (QC) of reagents and laboratory methods; (iii) Contamination Rates for blood and CSF cultures; and (iv) External Quality Assurance (EQA) through the WHO/NICD Proficiency Testing Scheme. I am responsible for the supervision, training, certification and assessment of my staff; and I also evaluate scientific proposals for my institution and others. Our TB Laboratory is currently participating in the WHO-AFRO Stepwise Laboratory Improvement Process Towards Accreditation (SLIPTA) through sponsorship by EDCTP.
